Urban Planning Effectiveness in Kandy: A Preliminary Investigation using Geo-Spatial Tools

Drawing on detailed geo-spatial analysis of land use maps derived from very high-resolution (VHR) satellite imagery in combination with ground-truth fieldwork, this paper provides a case study of the impacts of urban planning within one South Asian city Kandy, Sri Lanka on the evolution of the cityys land and housing markets, as well as on the cityys overall pace and spatial pattern of development. The paper first provides a spatially detailed description of both the cityys overall pattern of growth and the evolution of its land uses, with a particular focus on informal residential land uses, over the period 2003-2011. It then proceeds to assess how, along with other relevant factors, urban planning has influenced the observed outcomes before proceeding to draw conclusions on the overall effectiveness of urban planning in the city.
