Training GDLA staff in new approaches for land administration systems and the use of Geo-ICT in land administration

The subject of Result 3 of the project was the upgrading of existing capacity of GDLA staff at central and district levels in new approaches for land administration systems and the use of Geo-ICT in land administration. The land administration paradigm as developed by Enemark et al predicts that land administration will only pay a valuable contribution to the sustainable development of a country when all processes of land management are executed in a coordinated way. For this it is necessary that that all information that is used in the respective processes can be easily exchanged. Therefore a key success factor for any land administration system in the world is that managers of land administration processes understand of course their own work very well but also how their work fits in the total structure of land administration and related information infrastructure. So managers of GDLA, both on the central and decentralised level, have to execute their responsibilities being aware of this wider context. The above philosophy was underlying the activities in Result 3. This part of the programdelivered three workshops and one on-the-job training in Vietnam, including the development of teaching and learning material and a reporting on the results. The workshops were attended by in total 97 persons from MONRE, DONRE, GDLA and Universities. The on-the-job training and coaching was given to 10 GDLA units leaders that were included in the Real Estate workshop.
