The Hungarian experience of land registration modernization

This article describes the current status of the EU PHARE supported Computerisation of Land Offices Project which aims to modernize the Hungarian land registration sector. The aim is to support the market transition process by easying the transfer of property ownership and by supporting reform while guaranteeing Title as a sovereign act of the state. The article summarizes the land registration framework, identifies the key issues which confront the land registration sector today and explains the approach adopted in carrying out the modernization, and the experiences gained to date.
