Systematic land registration in Cambodia : participation, capacity building, team work and good governance

This paper attempts to describe the experiences and work of the Royal Governmentts Land Management and Administration Project (LMAP), implemented by the Ministry of Land Man-agement Urban Planning and Construction (MLMUPC) of the Royal Government of Cambo-dia, in the areas of systematic land registration through participation and transparency process. LMAPPs experiences illustrate the value of step-wise progress made in by materializing the long term vision for the land sector with actions and results through ownership, capacity build-ing, institutional development, and participation in transparent process. After some introductory information on the land sector and the LMAP program this paper focuses on procedure of sys-tematic land registration, participation, capacity development, team work, and the measures of good governance adopted in the systematic land registration. The experiences indicate that the effectiveness of the titling system is reached through broad participation of local people in the process and the fact that the registration work is built trust in land registration system move forward to registration culture in Cambodia.
