Property identification under land information system in Addis Ababa

According to the projection of the Central Statistical Authority, the population of Addis Ababa is more than 2.9 million. Addis Ababa is one of the largest capital cities in sub-Saharan Africa. It has an area of about 540sq. km. The annual population growth rate is 3.7 percent. As the population of the city grew fast, land became an increasingly scarce resource and various types of rights to use the land were put in place. Traditionally, land transfer became a legally binding agreement upon the delivery of the transfer price or an oral agreement. However, it became increasingly necessary to develop systems which would clarify ownerships and minimize disputes. To overcome the problem of land management arising from the growing size of the cityys population, Addis Ababa city municipality established records (Cadastres) for fiscal and legal purposes. The system was based on ownership of a parcel (plot) or a series of plots under the same owner (landholder). These records were established and kept separately; the records were stored using a traditional filing system (without systematic arrangement). The records were arranged based on the ownerrs name (used us plot identifier). In the mid-19700s and in the 19800s, after the introduction of the first geo-referenced line map (Sofratop) the individual plots were identified and records stored in the traditional filing system with the geographic coordinate of the area.
