Land management in England (UK) : development lessons in the context of a hierarchy of human needs

Abraham Maslowws hierarchy of human needs will provide the theoretical framework underpinning this paper. Maslowws work has been accused of being culture-bound, but nevertheless the progression of human needs from basic physiological and security needs to a need for self-esteem and actualisation has been broadly recognised around the globe. This will enable us to argue that similar problems of access to land, land tenure and management are present in both developing and developed countries. The challenges are differentiated according to their place on the hierarchy, e.g. land for security and food production distinguished from land for esteem and self-actualisation. We hope to consider some implications of this for the development of policy and practice in land management and land administration.
