Land and Transport Policy Coordination:A proposed Recipe for Leveraging Land for Funding Infrastructure

This paper presents a general methodology for conceptualizing transport land use integration as part of the planning system. It also include planning tools for cities to consider to integrate their land use actions with transport investment. The proposed methodology seeks to promote planning policy documents in where objectives are agreed upon and strategies are harmonized so that a common vision for the city can be achieved. Investments in transportation infrastructure and land projects should always support agreed common objectives. Key strategies found in this study that cities in developing countries include transit-oriented development, land value capture, congestion charging, participatory planning and tactical urbanism. This study undertook a case study in the city of Semarang. After applying the proposed planning methodology, key priorities for the city were identified. In this, and in order to improve integration, the city must strengthen the institutions involved in transportation and land-use planning. Innovation, capacity building and continuous improvement to planning processes are necessary actions to achieve long-term transportation and land-use integration in Semarang. From results at the city of Semarang, we found from public participation exercises that significant changes occur in cities only with support of their own residents. If participatory planning is not included in planning processes, changes are not likely to be sustainable in the long-term.
