Issues of creating SDI for cadastre in Russia

According to the Directive of the Russian Federation (RF) Government of 21.08.2006, the Concept of the creation and development of spatial data infrastructure of the Russian Federationn has been adopted. It is aimed at the creation of a unified mechanism for spatial data acquisition, storage and distribution. Without such a mechanism, it is difficult to identify, access and use spatial data from different sources, from different ministries and organisations. By making harmonised spatial information available, it is easier to formulate, implement, monitor and evaluate policies. In this paper, the state of the art in spatial data generation and use for cadastre (a major user and supplier of spatial information) is analysed for the Russian Federation. Property cadastral tasks require the integration of a great deal of spatial data from different sources, which created an insistent demand for a spatial data infrastructure providing data interoperability and re-use. The implementation of the Concept is facilitated by international projects enabling to use practices of other countries and INSPIRE developments. International projects in the field of property cadastre, including the Russian-Dutch project on the creation of information products based on cadastral spatial data for various target groups, are described.
