Delivering large-scale land certification programmes : lessons from Rwanda programme

The challenge was straight forward to understand. Survey, collect and clarify information for all of the land parcels in Rwanda and provide lease certificates to all rightful claimants for the first time. This had to be accomplished in line with the Organic Land Law, be completed within four and a half years and at a cost that was acceptably affordable. The process to deliver the 8.4 million lease certificates, however, was not so straight forward, yet the results were achieved on time and to budget. Land Tenure Regularisation in Rwanda is a success story which can provide broad lessons learned for other initiatives and practices around the world. The key lessons learned for future LTR programmes are summarised as strong Government commitment, consideration for sustainability of the land administration system, ensuring good communications of peoplees rights, equality and obligations, consideration of four key elements for LTR implementation of; scale, cost, accuracy and timing and finally strong process management.
