Client's demands on an integrated land maangement approach in Eastern Germany : legal and socio-cultural aspects

The difficult road from the restructuring of the farming sector and the reorganisation of land property and land use after the changes during communist times in East Germany in accordance with the rule of law and of the market to the present modern approach of integrated, sustainable development of rural spaces is illustrated by the example of the eastern German federal states. The tools of land tenure and land management have always played a crucial socio-political part in this process. Current framework conditions such as the demographic change, continuing globalisation, and economic shrinkage in out-of-the-way rural regions with weak structural patterns require a reorientation of the rules of rural adjustment in terms of content and organisation. Key terms in this process are the principle of independent development of rural spaces to replace uniform solutions, new regional communities of responsibility as development partnerships of all major actors and the direct involvement of private planning and engineering offices in regional management patterns.
